＜16＞ヘレン・ケラーと「障害者を支える」IT（04/7/18）
ヘレン・ケラー（1880～1968）を知っているかな。幼いときの病気のために見えない、聴こえない、話せないという三重苦を背負いながら、それを乗り越えて障害者福祉や平和を訴え、世界中の人々に感動を与えた女性だね。
6月27日は彼女の誕生日。もし彼女が100年遅く生まれていたら、どうだったろう。今回はヘレン・ケラーを例に、障害者とＩＴ（情報技術）について考えてみよう。
ケラーは、サリバン先生の献身的な指導によって言葉の存在に気づくと、すぐにたくさんの言葉を覚えて、指文字で会話できるようになった。やがて、点字をマスターして読書や執筆もできるようになった。さらに言葉を発音することにも挑戦し、慣れた人に聞き取れる程度には、話すこともできるようになった。
言葉を覚える前に目も耳も不自由（盲ろう）になった人がこれだけの能力を身につけるのは、当時も今も非常に難しく、ITの力でも容易にはできない。しかし、ある程度の言語能力を身につけた後なら、ITはその力を発揮する。
たとえば、三重苦を乗り越えて持ち前の知性を発揮したケラーは、訪れる先々で人の心をつかんだけれど、人々と直接話をするのは難しかった。相手の話すことをケラーに伝え、ケラーの小さくて不明瞭な声を聞き取って相手に伝える通訳者が常に必要だった。
それが今なら、会ったときにメールアドレスさえ交換しておけば、あとは通訳を介さず、電子メールでやり取りできる。たとえ墨字（目の見える人が読み書きする文字）のメールでも、点訳ソフトで変換して点字ディスプレイ（ピンの上げ下げで点字を表示する装置）で読むことができる。
盲ろう者が21世紀（2001年）まで世界盲ろう者連盟という国際組織を持てなかったのは、メールが普及するまで世界の仲間をつなぐ環境がなかったのも大きな一因といわれる。
もしケラーが100年遅く生まれたら、1980年生まれで今年24歳。きっと国境を越えてもっと多くの人を感動させていることだろう。（MN）
